Sometimes if a base idle speed adjustment is needed the IAC is unplugged, the base idle set with the throttle plate screw, and the IAC then reconnected. Are you certain you bled the air out of the cooling system and that you dont have a blown head gasket that is pumping air into the cooling system? Did you use the bleed nipple on the thermostat housing?
If the system is purged properly…then the next thing to target is the IAC itself…just as you are doing now. If it is of any relevance, I replaced the radiator and hoses recently. After replacing the radiator and hoses, I goofed and improperly filled the car with coolant the first time.
Maybe your throttle butterfly valve is dirty and not allowing sufficient air through for normal idle speed. However, there is a better way, based on the assumption that you have a foot on the brake because you leave the car in D at the lights.
If the car will still idle in N with a bad IAC, select N as you're coming to a stop and put it back in D as you press the gas pedal to set off again.

Just trying to gauge what I got myself into time-wise to solder the board up. The v3. If your alternator needs extra help around idle, maybe. Otherwise, If you need the extra air for cold starts and warmup, just use the thermometer valve. The Z31 has a 12v on-when-car-is-on valve, and I believe the L28's is the same. Although now that I think about it it has a separate PS up-idle valve.
I don't have an IAC, you can tell it doesn't, but it's plenty drivable. I think it would be worth it, sometimes the idle hunts during stop and go traffic and that bothers me. You should be able to tune that out without using an IAC valve - in fact, we usually don't recommend using an IAC valve to fix a hunting idle as it will react too slowly. This can usually be dealt with using fuel and timing.
